From the head of Penn Cove north to the Deception Pass Bridge, approximately 5,500 school children attend the Oak Harbor School District's five elementary schools, two middle schools and one high school. All schools have recently been renovated, with a $70 million modernization of Oak Harbor High School finishing in 2010.

As required by Washington State regulations, children who are 5 by midnight, Aug. 31, are eligible to enroll in kindergarten. They are assigned to an elementary school based on the concept of the neighborhood school. Each elementary school offers music, art and physical education, taught by specialists in those fields. Oak Harbor Elementary is the "School of Choice," where children wear uniforms and instruction centers on personal responsibility as well as the normal curriculum.

As the largest school district in the region, Oak Harbor has a full complement of programs that fit the needs of all students. The district offers gifted education, special education, extra support in the basics of reading, writing and math, the widest selection of career and technical courses in the region, language programs, and art and music instruction at all grade levels. Oak Harbor has HomeConnection, a "Parent Partnership Program" designed to provide home-school families with the resources of the school district. Oak Harbor High School athletes play at the highly competitive 3A level, with 40 teams active in 18 sports. Oak Harbor is the home of the 2006 4A State Champion football team, 2006 state and national champion cheerleading team, the 2006 and 2009 state champion automotive team, and the 2007, 2008, 2009 and 2010 state champion culinary team.

Coupeville School District offers quality, personalized education programs and services to approximately 1,000 preschool through grade 12 students. Serving the central portion of Whidbey Island, district schools are about 20 minutes from NAS Whidbey Island. Schools include one elementary, a combined middle/high school, and the Cedar Program, which offers support to home-based instruction families. The secondary schools share library, music, and cafeteria areas but have separate 6-8 and 9-12 classrooms and lunchtimes. Coupeville students enjoy a small school setting where students get to know each other quickly.

Individualized instruction, highly qualified staff (including four teachers with National Board Certification) and strong parent/community support ensure continued academic growth. There is an active PTA at the elementary school, and athletic, drama and spirit team booster clubs at the high school. Each school has a parent advisory group that provides input on issues affecting the school.

The community supports its schools through local levies and bonds, most recently approving a four-year maintenance and operations levy and a four-year technology levy in 2010. A new high school opened September 2007.

Coupeville's curriculum is aligned with Washington state standards and each year's instruction builds upon the previous year.

All schools are focused on student success through a district-level Continuous Improvement Plan and individual school improvement plans. A variety of support services (counseling, summer school, and academic support classes) help students who may be experiencing learning difficulties. Students and families have access to the Digital Learning Commons for on-line courses and reference access.

Teachers at the middle and high schools use Web-based grading, allowing parents/guardians at home and on military deployment to stay in touch with their student's assignments and grades, absence information and food service purchases through Family Access.

Though small, the high school offers a well-rounded selection of courses, including AP and CP courses, and CTE certification in metal and woodworking. An alternative school-within-a-school program offers a flexible scheduling and a focus on successful transition from high school to work, further education, and other options. Coupeville High School received a 2010 Washington Achievement Award, with a rating of High Overall Excellence.

Anacortes School District No. 103

Located on Fidalgo Island, approximately 20 minutes north of NAS Whidbey Island, the Anacortes School District defines itself in three strategic educational areas, with a focus on making students: (1) school ready; (2) transition ready; and (3) college/work ready. The Whitney Early Childhood Educational Center is one of five pre-school programs partially funded statewide through the Bill & Melinda Gates Foundation. In addition, three elementary schools, one middle school, and a high school provide excellent educational opportunities. A 2,600 student enrollment allows the district to provide a full complement of programs, while at the same time promoting a nurturing and attentive learning environment.

The district offers a challenge program for high-achieving students, numerous AP and honors classes, a comprehensive arts program, and athletics. Test scores are among the highest in the region, with many students going on to successful university careers in a variety of disciplines. The district also offers a full range of remedial programming, as well as an alternative high school environment.
