NBVC PORT OPERATIONS,
PORT HUENEME
NBVC Port Operations, Port Hueneme, supports
all U.S. Navy and Tenant commands. Tenant commands
consist of Surface Targets, Self Defense
Test Ship, NAVSEA, NFESC and UCT 2.
NBVC Port Hueneme has complete control of
all vessels entering and exiting the harbor and all
internal movements. All commercial traffic is controlled
by Oxnard Harbor District on the commercial
side. Numerous commercial fishing charters
enter and exit Oxnard Harbor District who contacts
Port Operations for departure for public fishing.
Oil Spill response is our second and most
important mission after a secure port. At Port
Operations all personnel are First Responder
Qualified. First Responder means we have the
capability to contain any on water hazmat spill in
30 minutes or less. The watch will generate a
recall of all personnel and other civilian agencies
for the containment and the cleanup of the spill
regardless of size or type.
NBVC Port Operations is made up of five U.S.
Navy rates. Boatswain's mate (BM), Enginemen
(EN), Electricians mate (EM), Hull Technicians
(HT) and a Storekeeper (SK) of which all have
their own responsibilities, but all work as a team to
keep the port safe.
They all work together to bring vessels in and
out by doing line handling. Arranging pilots, tugs,
shore power, brow placement, potable water,
phones, and other requirements needed by each
vessel that arrives and departs.
• The BM's are responsible for driving and
repairing four different types of boats, boom
maintenance, port appearance of more than
50,000 square feet of land and two buildings
and assisting in vessels visits. The BM's are
responsible for setting up fenders and boom
when the vessels enter and leave the port.
• The EN's are responsible for the routine maintenance
and emergent repairs of eight small
craft and miscellaneous small equipment
essential to Port Operations.
• The EM's are responsible for electrical maintenance
and repairs to Port Operations small
craft, and they maintain a wide variety of
portable electrical tools.
• The HT's are responsible for structural maintenance
and repairs of small craft and port
essentials such as gangways and platforms.
They are capable of light fabrication and
welding of all metals.
• The SK is responsible for maintaining the port operating budget, ordering supplies and keeping
inventory of controlled equipage. The SK works with regional financial authorities during audits and
validations to ensure budget is not exceeded.

avy Cargo Handling Battalion (CHB) 14
NCHB 14 is an advance base functional component of the Naval Expeditionary Logistics Support Force,
trained and ready to load and discharge aircraft, Maritime Prepositioned Ships and Marine Corps Assault
Follow-on Eschelon Ships and to operate limited ocean and air terminals at any location worldwide.
U.S. aval Construction Force (CF) or Seabees
For over 60 years, the men and women of the Naval Construction Force or Seabees have been giving
their all to protect our nation and serve our armed forces with pride. Their mission is to secure the perimeter
of a 200-member convoy unit carrying medical supplies.
Naval Mobile Construction Battalions (MCBs)
The Seabees of the NMCBs provide responsive military construction support to Navy,Marine Corps and
other forces in military operations, construct base facilities and conduct defensive operations. In addition
to standard wood, steel, masonry and concrete construction, NMCBs also perform specialized construction
such as water well drilling and battle damage repair. They are able to work and defend themselves at construction
sites outside of their base camp and convoy through unsecured areas. In times of emergency or
disaster, NMCBs conduct disaster control and recovery operations.
NMCBs:
• MCB-3 at Port Hueneme provides advance
base construction and battle damage repair,
contingency engineering, humanitarian assistance
and disaster recovery support around the
world in defense of our country.
• MCB-4 at Port Hueneme is a 600-person
Seabee battalion that provides contingency
construction, disaster relief and humanitarian
assistance to the U.S. Marine Corps and
other services.
• MCB-5 has earned a reputation for excellence
and professionalism during its 54-year
history. They have earned the Battle "E" or
Best of Type award 11 times, the Peltier Award
three times and the Golden Anchor for retention
excellence six times. The battalion is
proud of its "can do" spirit.
• MCB-40: From the Pacific Island during
World War II to the jungles of Vietnam, the
Persian Gulf, the scorching sands of Somalia,
the war torn areas of Bosnia and back to the
deserts of Southwest Asia, the Seabees of the
"Fighting FORTY" battalion have stood
ready to build and fight in a world that challenges
freedom.
Underwater Construction Team
(UCT) TWO
The Underwater Construction Teams are component
Commands of the Naval Construction Force
reporting directly to the Commander of the Second
and Third Naval Construction Brigades. The UCT's
are composed of a variety of exceptionally skilled
and motivated personnel, most are from the Occupational
Field thirteen (OF-13) ratings.As qualified
Navy Divers, the UCT's apply their skills to a variety
of construction projects in the ocean environment.
Additionally, the teams have specialists in
logistics, administration and diving medicine.
U.S. aval School, Civil Engineer Corps
Officers School (CECOS)
CECOS' premier course is the Civil Engineer
Corps Officer Basic Qualification course, a sevenweek
course that is the foundation of a 12-week
pipeline training program designed to prepare newly
commissioned CEC officers for their initial assignments
as Navy CEC officers. Upon graduation each
student is ready to assume the duties of a Naval
Officer and engineer in support of the Navy's military
construction force and shore installations. During
2008, CECOS will offer 57 different courses
with 260 individual course offerings. CECOS Mobil
Training Teams throughout the world will conduct
more than 80 percent of these offerings.
30th aval Construction
Regiment (CR)
Commander, 30th NCR exercises administrative
and operational control over four Pacific Fleet
Naval Mobile Construction Battalions, a Construction
Battalion Maintenance Unit and an
Underwater Construction Team. In July 2006, the
30th NCR relocated to Port Hueneme from Pearl
Harbor, Hawaii.
31st Seabee Readiness Group (SRG)
The 31st SRG provides support to the Commander,
30th Naval Construction Regiment and
its subordinates. The 31st SRG, which also serves
as the personnel receiving and processing activity
for deployed Pacific Fleet Naval Construction
Force units, is responsible for training new personnel
in transit and provides support to our
active duty personnel family members through
the Family Support Groups.
