The Joint Base Pearl Harbor Hickam Military and Family Support Center (MFSC) provides a wide range of services to support sustained mission and Navy readiness and strengthen personnel and family competencies to meet the unique challenges of the military lifestyle. Professional services through educational classes and counseling appointments are available for active duty Navy, Reserve, retired personnel and their families, and Department of Defense civilians.

Our main office is located at the Moanalua Navy Services Center Building, 4827 Bougainville Drive, Honolulu, HI 96818. Our satellite office is located at NCTAMS PAC, Wahiawa in Building 392. Hours of operation for the main office are Monday through Thursday, 7 a.m. to 4:45 p.m. and Friday, 7 a.m. to 4 p.m. Program and class information is available on our website, at our Center, and by telephone at (808) 474-1999. The following is a list of services provided:

Information and Referral: A trained specialist provides on-and-off base information and resources, and maintains a resource data bank with over 500 military and civilian resources providing community educational, life-enhancing and therapeutic resources. They also process requests for registration for classes/workshops, schedule appointments and provide assistance. Through assessment refers crisis issues. Counseling and Advocacy Services: Professional counseling for a variety of life situations is offered to eligible individuals, couples, families, and children; immediate intervention, safety and support is provided to victims of child and domestic abuse and rehabilitation and counseling to offenders to eliminate the risk of future abuse. Services include crisis intervention, short-term counseling, victim advocacy, referrals, groups and classes facilitated by licensed clinicians. For information on confidential reporting of domestic abuse, call the MFSC and ask to speak to a victim advocate.

Civilian Employee Assistance Program (CEAP): A command sponsored program providing confidential, professional assessment and referral services at no cost to civilian employees for personal and work related problems that may adversely impact your work performance and/or personal and family well being.

Sexual Assault Prevention and Response (SAPR): The Sexual Assault Response Coordinator (SARC) recruits, coordinates and trains active duty personnel to become SAPR victim advocates who are available 24 hours a day, seven days a week to respond and provide immediate support to adult Navy active duty and family members of sexual assault. The SARC also conducts training for command personnel designated to be the SAPR Command POC, Command Liaison and Data Collection Coordinator.

Crisis Response: The Center stands ready to offer assistance and support to Navy families during natural disasters, mobilization, repatriation and mass casualties.

Deployment Support: The center plays a key role by assisting commands in preparing crew and family members for the various phases of deployment. The MFSC participates in Predeployment, United Through Reading and Reunion Programs.

Exceptional Family Member Program (EFMP): This program identifies families with special needs (i.e., physical or emotional disability, long-term chronic illness, or special education) so that the command, the EFMP at Tripler Army Medical Center and the EFMP Liaison at MFSC, can work together to insure the special needs are met.

Life Skills Education: The Center provides classes and General Military Trainings to include but not limited to: Anger Management, Suicide Prevention, Family Advocacy and Financial Awareness.

Individual Augmentee (IA) Program: MFSC provides the following support and resources for individual augmentees and their families: Pre- and post-deployment briefs, individual consultation, IA handbooks, and an IA Connection Support Group for families to meet and discuss unique challenges they face and connect with other families facing similar issues.

Family Life Education: Provides education, awareness and prevention programs to promote understanding of risk factors and dynamics of child abuse and domestic abuse to commands, individuals, couples, families and community groups. A Certified Family Life Educator maintains an extensive resource library and is available for individual and family consultation and referral to military and community resources. A variety of parenting classes such as: New Moms and Dads, Boot Camp for New Dads, and Building Good Self-Esteem in Young Children are some of the classes offered.

New Parent Support Home Visitation Program: A voluntary early intervention program serving Navy and Coast Guard families who are expecting a child or with a child under three years of age. Services are delivered primarily in the home to promote healthy family functioning, to learn new skills and to support military families facing the unique challenges of parenting. A New Parent Support Group is also available.

Transition Assistance Management Program (TAMP): Whether you are retiring or separating, the center can help with your transition from the military life to the civilian world. Monthly transition seminars for retiring and separating personnel are available. Company recruitments, access to job data bases and employment classes are offered.

Family Employment Readiness Program (FERP): The center helps you make career decisions and develop employment search skills through education, information, referral and assistance programs, giving family members the competitive edge to secure employment. Some of the employment classes offered include: Resume Writing, Interviewing Skills, Starting Your Own Business and Federal Employment.

Relocation Assistance Program (RAP): Arrival/Departure services and resources are available to assist families with issues that arise during a PCS move. Resources include Welcome Aboard Packets and classes such as Welcome to Hawaii and Smooth Move are offered. The Aloha Tour provides information on the culture and people of Hawaii.

Loan Closet: The loan closet is located at Military and Family Support Center on Hickam at 655 Vickers Ave., Building 1105, Joint Base Pearl Harbor-Hickam for kitchen kits while your belongings are in transit. Call (808) 449-0319 for more information.

Personal Financial Management Program (PFM): Provides financial counseling, education, and training that emphasizes long-term financial responsibility through instruction on sound money management, debt management, saving, investing and retirement planning. Classes include: Million Dollar Sailor, Command Financial Specialist Training, Home Buying Skills and Thrift Savings Plan briefings.

Ombudsman Support: Ombudsmen are the key resources for family members, particularly during deployments. An ombudsman is an advocate for both the command and command families. Provides Basic and Advanced Training, attends assembly meetings, and provides information regarding Family Readiness Groups.

Retired Activities Office: Volunteers staff the office and provide assistance to retirees, their survivors, and family members in obtaining their rights and benefits. The office holds an Annual Retired Personnel Seminar and publishes a bi-annual newsletter.

Volunteer Program: Volunteering often leads to prospective employment or just the satisfaction of helping others. Ask for the MFSC volunteer coordinator for more information.

Child and Youth Programs
MWR Youth Programs affiliated with the Boys and Girls Clubs of America: MWR has several youth programs on Oahu and one on Kauai. On Oahu, the School-Age Care Program operates sites at Catlin Clubhouse and Hickam SAC Building to offer childcare before and after school hours. Serving children ages 5 to 12 years the centers offer fun activities in arts and crafts, games, healthy snacks and help with homework. Catlin is open only to children attending Aliamanu, Pearl Harbor and Pearl Harbor Kai elementary schools. The Teen Center also provides a safe after-school environment for kids 12 and older to go to work on homework, play and/or participate in clubs. On Pacific Missile Range Facility (PMRF), Kauai, the Youth Center offers a School-Age Care Program and plans trips and activities for kids ages 5 to 12 years. MWR Youth Sports: Children can develop a winning edge when they join the MWR Youth Sports Program. Children and teens, ages 3 to 16, will learn teamwork, sportsmanship and other valuable lessons when they join in the fun. Most youth sports teams are part of the Hawaii Military Youth Athletic Association. A variety of sports including soccer, basketball, baseball and football are offered. Spirited sideliners can help lead the team to victory in cheerleading. Volunteer coaches are always needed. Get involved and be a part of this winning team. MWR Youth Camps: During those much-anticipated school breaks, MWR Youth Programs offer day camps that are jam-packed with fun, trips and activities. Children can enroll into summer camps that focus on sports, outdoors or culture. For the winter, spring and summer breaks, children can play with other kids their age and have a blast at Camp Adventure. Child Development Centers: Our Child Development Centers (CDC) provide a safe, healthy, learning environment where children ages 6 weeks to 5 years can discover, learn and explore the world around them. Open to children of military and DoD families, there are several CDC locations on Oahu: Bougainville, Hickam Harbor, Hickam Main, Hickam West, Kids Cove, Kids Castle at Wahiawa Annex, Naval Station Pearl Harbor and Rainbow Hale. Two new facilities are under construction and expected to open in 2013. On Pacific Missile Range Facility (PMRF) on Kauai, there is one center (Building 1283). Accredited by the National Association for the Education of Young Children, CDC staff are certified in CPR and first aid and trained in developmentally appropriate activities for young children. Child Development Homes: This program provides quality childcare through a network of certified home providers who live in military Navy housing. Home providers offer care for children ages 6 weeks to 12 years and provide developmentally appropriate activities in a home atmosphere. Childcare hours are flexible to meet parents' needs. Kids Line (471-KIDS): Kids Line is a free, convenient resource and referral service for child care offered at MWR. Call (808) 471-5437 to check on things such as childcare availability, subsidy and financial information, waiting lists for Child Development Centers, Child Development Homes and School-Age Care programs. Kids Line also provides information on programs offered throughout the State of Hawaii.
