Housing

This is the promise of the Directorate of Public Works' Housing Division which helps newcomers find quality housing while assigned to Fort Stewart and Hunter Army Airfield.

The Division is comprised of three branches: (1) The Single Soldier Housing Branch which is responsible for managing the Single Soldiers Enlisted Barracks; (2) The Residential Communities Initiative Branch which oversees a private contractor who manages Military Family Housing and Unaccompanied Bachelor Housing; and (3) the Housing Services Office which helps eligible post employees find off base housing and rental homes and apartments in the local community.

SINGLE SOLDIERS' ENLISTED BARRACKS
Single Soldiers in the rank of Private (E1) to SGT (E5) are required to live in the barracks on post, or request a Certificate of Non-Availability. All other single Soldiers (enlisted and officer) can either live on or off post.

On Fort Stewart and Hunter Army Airfield, there are two basic types of barracks. The first type of barracks is a 2-person suite where Soldiers live in separate rooms and share a common area and a bath. There are also 2-person rooms with a shared common area and a bath. In both types of rooms the residents share a common area with a refrigerator and microwave. There are a limited number of rooms that have either a stove or cook top. Each building has a shared community laundry room. A few suites have a washing machine/dryer in the common area shared by roommates.

All single Soldiers must first report to the Marne Reception Center at Fort Stewart where they will be assigned to temporary barracks while in-processing. After in-processing, all barracks room assignments will be made based on brigade integrity. Assignments will be made by Single Soldier Housing personnel embedded within each brigade.

Soldiers desiring to reside off base may be approved for a Certificate of Non-availability once the overall installation barracks occupancy rate is 95% or greater. If a Brigade's occupancy rate is at 95%, and the chain of command does not want their Soldiers housed in another brigade footprint, an exception to policy must be requested. UNACCOMPANIED NCO/
OFFICER POST HOUSING
Unaccompanied Soldiers in the rank of Staff Sergeant through Captain are eligible to live in the exclusive Marne Point community at Fort Stewart. Marne apartments are available at the Staff Sergeant, without dependent, Basic Housing Allowance rate.

Marne Point consists of 334 one and two bedroom garden style apartments which feature private bedrooms and baths, full kitchens, and living rooms. Every apartment has a private entranceway, and is equipped with a walk-in storage closet, automatic ice-maker, whirlpool appliances, microwave, and washer and dryer. The nine-foot ceilings provide an open, airy feel.

The rent also includes all utilities (including electricity, water and sewer), cable, internet and rental insurance. Marne Point also has a state-of-the-art community center with clubhouse, full basketball court, heated pool, car wash station and running trails. The clubhouse also features an entertainment room with large-screen TV, two billiards tables, and a business center with fax/photocopy machine, computer Internet access and printers.

Soldiers from both Fort Stewart and Hunter Army Airfield are eligible to apply for Marne Point apartments which are managed by Belfour Beatty Communities...the post's partner which also manages all privatized family housing for Stewart and Hunter. MILITARY FAMILY HOUSING
Since November 2003, Balfour Beatty Communities (BBC) has assumed responsibility for on-post housing at Fort Stewart and Hunter Army Airfield. Under this privatized contract, BBC is responsible for constructing 1,663 new homes, renovating 1,729 older homes, and demolishing 954 of the oldest homes on base. When complete in 2012, Fort Stewart and Hunter will have 3,629 quality homes available for its military families.

In addition, Balfour Beatty Communities is providing new amenities such as community centers, playgrounds, jogging routes, walking areas, and children's water spay parks.

By the end of October 2010, more than 1,450 new homes and 1,400 renovated homes had already been completed. With other existing homes, 2,824 homes were already available at Fort Stewart and 605 homes were available at Hunter AAF. Soldiers are eligible to live at either post which are 37 miles apart.

A variety of home styles are available based on rank and family size. Junior enlisted homes, for Privates through Staff Sergeants, consist of two, three and four bedroom multifamily units (duplexes, triplexes and quadplexes). Senior NCO's are offered three or four bedroom multifamily units. Officers with families are offered duplex and single three and four bedroom units. Key and Essential personnel are offered single family three and four bedroom homes.

All homes on Fort Stewart and Hunter Army Airfield have fully equipped kitchens, washer/dry hookups, and central air conditions. Local community centers provide residents with amenities such as children's water spray parks, conference areas, and fitness rooms.

Under the 50 year contract between the Army and privatized contractor, Balfour Betty Community is also responsible for managing, maintaining and leasing all military homes on the two posts. In return, BBC receives the occupants Basic Housing for Allowance (BAH).

Applying for Military Family Housing
Active duty service members with current orders are eligible to apply for on post housing. Advance applications can be received and are eligible to be placed on the waiting list prior to reporting to new duty station as verified by orders. Applications with orders and supporting documentation can be mailed, faxed, emailed, hand delivered, or submitted on line via website (if available).

All active duty service members who apply for on-post housing are required to submit: Copy of Orders, and copy of most recent Form DD1172 (DEERS Enrollment). Applicants will be required to present valid identification and DA-31, (or other services' equivalent), during processing of Housing Application or upon initial visit to the local housing office.

Applicants will be placed on the applicable waitlist based on rank and number of family members. If all documentation is not provided, applicants will be placed on the waitlist in an administrative hold position with a completed rental application and will not be offered a home until all required documentation is received.

Online and Faxed Application: Applicants who submit all required supporting documents, will be placed on the waitlist with an effective date equal to the date that the service member departed the last duty station. All supporting documentation must be provided at the time of application or within ten business days of the application submission. The waitlist application will be placed in administrative hold until all documentation has been received.

Walk-in Applicant: Effective date of waitlist placement will equal the date the service member departed the last duty station as verified by DA-31, (or other services' equivalent), except that applicants who apply after 30 days of arrival will be placed on the wait list with an effective date equal to the date of application. In that case, all supporting documentation must be provided at the time of application; otherwise, the effective date will be the date in which all supporting documentation is received.

Soldiers Returning from Unaccompanied Tours: Eligibility dates will be determined from, and back-dated to, the date the Soldiers departed their previous duty station for the unaccompanied tour, with a maximum of a 14 month credit.

First Assignment: If this is the first duty station for the Soldier, and the Soldier was already married, the eligibility date is the date of entry into the military. If the Soldier was married after date of entry the eligibility date is date of marriage.

OFF-POST HOUSING
The Housing Services Office (HSO) Branch provides quality up-to-date housing services/assistance to incoming & departing military personnel and DoD civilians at Fort Stewart and Hunter Army Airfield with all their housing needs. The Fort Stewart HSO office is located in the Soldier Service Center, building 253; the contact number is 767-9728/7852/2127. The Hunter Army Airfield HSO is located in building 1287; the contact number is 315-5327. HSO counselors are available to assist you with your housing selection whether on-post or off-post. We work hand-in-hand with our partners if on-post housing is your desire, or for off-post we will provide such information as up-to-date available rental/sales listings, information concerning purchasing a home, rental magazines, homes for sale magazines, and maps of the surrounding areas. Information is available on a number of community activities such as local schools, churches, shopping centers, hotels, and motels. A computer workstation with internet capability is available for your use while house hunting.

In keeping with modern technology, our HSO has the DoD web-based program, Automated Housing Referral Network (AHRN), for military personnel, DoD civilians, and retirees. Eligible personnel can access the Web site 24/7 for current available listings of off-post rental property. To view what is available for rent at Fort Stewart/Hunter Army Airfield, visit this website, www.ahrn.com and establish access using an e-mail account. Personnel are cautioned not to enter into negotiations for purchase or rental of off-post housing prior to processing through the HSO.

The HSO and Army Community Services offer home buying workshops approximately four times per year to help educate future homebuyers on the process. At these workshops, you will learn: how much house you can afford; overall cost and monthly payment; what mortgage brokers look for on your credit reports; how to look for and work with a real estate agent; what to expect at closing; how to read a contract; and many helpful home buying hints, tips, and pitfalls to avoid.

If you are taking Permissive TDY (PTDY) for house hunting, you must have your DA 31 stamped by the HSO on the first day of your PTDY or you may be charged leave.

Once you have found a home (or potential home), our HSO team members are available to assist you with mediation services for housing complaints pertaining to leases, maintenance, and discrimination. Also, upon your departure, our HSO team members can provide information on housing at your next duty station.

HOUSEHOLD GOODS
Newcomers are encouraged to contact their local Personal Property office as soon as possible after receiving orders to arrange shipment of household goods. Most of this process can now be accomplished on line using the Defense Personal Property System. You can now schedule delivery directly with your carrier. Once arriving at Fort Stewart or Hunter Army Airfield, questions about transportation of personnel property can be answered by calling 767-2889/8130/4208.

CLAIMS
The Legal Office supervises the processing of claims by military families and Department of the Army civilians for missing or damaged personal property. This service is provided at the Fort Stewart legal office in building 709 on Gulick Ave. from 8 a.m. to 4 p.m. Monday - Friday. For assistance, call 767-8185.
