MACDILL AIR FORCE BASE
MacDill Air Force Base is located eight miles south of Tampa on the southwestern tip of the Interbay Peninsula in Hillsborough County. Tampa is the 53rd largest city in the United States, third largest city in Florida, and is part of the Greater Tampa Bay area along with St. Petersburg and Clearwater. MacDill AFB is an Air Mobility Command (AMC) base and the host wing is the 6th Air Mobility Wing (6 AMW). In addition to worldwide air refueling, the wing's overall mission is to provide combatant commander airlift in support of the Air Force's Global Reach, Global Power mission and to provide support to Headquarters U.S. Central Command, Headquarters U.S. Special Operations Command and the 51 other mission partners located at the base. The base has 12,000 joint service active duty and 7,000 joint service civilian personnel.

HISTORY
The area that is now MacDill Air Force Base sits on land used as a military staging site during the Spanish-American War (1898), but was not declared a military installation until it was given to the War Department in 1939 by the state of Florida and Hillsborough County. MacDill Field was named for Colonel Leslie MacDill, an aviation pioneer killed in an aircraft accident in 1938, and was dedicated on April 16, 1941.

Upon the entry of the United States into World War II, MacDill Field became a major staging area for Army Air Corps flight crews and aircraft. In 1942 the base's mission converted to B-26 "Marauder" training from B-17 training. Nine of the 12 combat groups that flew the B-26 in Europe were activated and trained at MacDill. In 1943 the base returned to B-17 training until the end of the war in 1945. MacDill, like several bases in Florida, was used as a detention camp for German prisoners of war in 1944 and 1945.

At the end of World War II, MacDill became an operational base for Strategic Air Command, training P-51s, B-29s and B-50s in 1950. Shortly after the establishment of the United States Air Force in 1947, MacDill Field became MacDill Air Force Base. With the arrival of B-47 medium jet bombers and KC-97 tankers in 1951, strategic bombardment and air refueling became the base's primary mission.

MacDill's strategic location, highlighted during the Cuban Missile Crisis, saved the base from closure in 1960. In 1961 the United States Strike Command was established at MacDill as a unified command with integrated personnel from all branches of the military capable of responding to a global crisis. MacDill became a Tactical Air Command base in 1963, and its two combat-ready F-4 wings were deployed to Vietnam in 1965. MacDill continued to be a training base for F-4s and B-57s throughout the 1960s.

In 1972, the U.S. Strike Command was re-designated the U.S. Readiness Command. The F-4s that were the mainstay since the 1960s were replaced by F-16s in 1979. Between 1979 and 1993 nearly half of all F-16 pilots trained at MacDill. In 1987, the U.S. Readiness Command was replaced by the U.S. Special Operations Command.

In 1991, due to military downsizing, the Defense Base Closure and Realignment Commission (DBCRC) required MacDill to stop all flying operations by 1993. All of MacDill's F-16s were transferred to Luke Air Force Base, Ariz. The National Oceanic and Atmospheric Administration was allowed to use MacDill's runway based on 1993 legislation. MacDill became home to the 6th Air Base Wing in 1994. The primary mission was to operate the base in support of U.S. Central Command, U.S. Special Operations Command as well as the tenant and transient units. That same year MacDill became a major staging area for operations in Haiti and became the temporary home for 75 C-130s.

With the success of the Haiti mission, MacDill's strategic location was highlighted once again, which led the DBCRC to recommend bringing a KC-135 mission to MacDill and in 1996 the base's host wing was re-designated an Air Refueling Wing. Since then MacDill AFB and the 6th Air Mobility Wing have contributed to military operations across the world.

MacDill AFB is an Air Mobility Command (AMC) base that is capable of rapidly projecting air-refueling power anywhere in the world. These financial professionals provide prompt and accurate customer service to organizations and individuals.

Historian
The MacDill Historian staff provides historical information, analysis and perspective to wing leaders and their staffs to support planning and policy development. The office also responds to requests for information about wing history and produces informational documents..

Inspector General
The Inspector General staff provides programs to address personal complaints, fraud, waste, abuse, Congressional/high-level inquiries and special interest items. The Fraud, Waste and Abuse Hotline is (813) 828-4961.

Legal
The MacDill Legal Office provides legal assistance to eligible clients. Morning and afternoon appointments are available to meet with an attorney to discuss personal civil law issues. The office also prepares last will and testaments by appointment on Thursday mornings. Appointments for legal assistance or preparation of a will can be made by calling (813) 828-4422. Clients who need a power of attorney or need to have a document notarized can obtain those services on a walk-in basis during normal operating hours. The office also provides assistance to claimants who use the centralized Air Force Claims Service Center (AFCSC) procedures for filing and processing household goods claims following permanent change of station moves. The AFCSC is available 24 hours a day at (877) 754-1212.

Public Affairs
The 6th AMW Public Affairs Office seeks to inform decision makers and communicate the service's requirements, capabilities, actions and achievements to the world, and keeps the Tampa Bay community fully informed with complete and accurate information. Safety
The Safety staff assists in providing a mindset and culture that produces a safe environment for MacDill personnel, property and resources.

Wing Plans
The 6th Air Mobility Wing Plans Office develops the operational and logistical plans necessary for the execution of the wing's worldwide mobility operations including air refueling and airlift requirements for all assigned aircraft and personnel. It supports the wing's global contingency and conventional operations to include the Single Integrated Operational Plan, Aerospace Expeditionary Force and Aerospace Expeditionary Wing taskings. The staff also manage the base-level Logistics Module system, staff the Installation Deployment Officer office, monitor all deployment processes, are the executive agent for the wing Crisis Action Team and administer the War Reserve Materiel program and manage all wing support agreements, supporting on and off base agencies.

6th Maintenance Group
The 6th Maintenance Group provides logistics management to support worldwide aerial refueling, airlift and special assignment missions. The group consists of three diverse squadrons with more than 500 personnel. The group manages all wing maintenance resources including an annual operating budget of more than $7 million as well as aircraft, supplies and equipment valued at more than $800 million.

6th Aircraft Maintenance Squadron
This squadron provides reliable mobile forces to generate, launch and recover air refueling, combatant commander support and transient aircraft.

This squadron provides their customers with first-class logistics support.

This squadron maintains and provides quality aircraft, aerospace ground equipment and munitions for Team MacDill and their global commitments.

6th Operations Group
The 6th Operations Group plans and executes global aerial refueling, combatant commander airlift, and specialized missions for U.S. and allied combat and support aircraft.

6th Operations Support
The 6th Operations Support provides airfield operations management, air traffic control, weather services, intelligence support, combat tactics development and training, mission development, and manages aircrew training support operations. They also manage flight records and KC-135R simulator training.

Air Traffic Control Tower
The MacDill Air Force Base Control Tower works closely with Tampa International Airport radar control facilities to provide safe, orderly, expeditious handling of air traffic. Air Force personnel control all arrivals and departures to the MacDill's runway. The MacDill controllers provide air traffic services not only for military pilots, but to commercial and general aviation pilots as well.

Airfield Management
Airfield Management personnel provide critical support for all base flying agencies including airfield management maintenance, flight planning, customs and agricultural inspections, and the Bird Aircraft Strike Hazard (BASH) program.

Combat Crew Communications
Combat Crew personnel provide accurate and thorough flight crew publications, communications security documents and equipment for the 6th Air Mobility Wing in support of daily missions and worldwide contingency taskings.

91st Air Refueling Squadron
The 91st Air Refueling Squadron operates the KC-135R Stratotanker. The KC-135R is a long-range tanker aircraft capable of refueling a variety of other aircraft in mid-air, anywhere in the world under any weather condition. MacDill KC-135s have supported U.S. military operations all over the world.

310th Airlift Squadron
The 310th Airlift Squadron operates three C-37A aircraft utilizing highly experienced crews to provide global airlift on special assignment missions directly supporting the Combatant Commanders of U.S. Central Command, U.S. Southern Command, U.S. Special Operations Command, U.S. Northern Command, U.S. Transportation Command, U.S. Joint Forces Command and U.S. Strategic Command.

6th Medical Group
The mission of the 6th Medical Group is to deliver comprehensive health services to America's heroes and their families. The 6th Medical Group supports the combat capability of the 6th Air Mobility Wing, U.S. Central Command, U.S. Special Operations Command and more than 51 tenant units by providing administrative, logistical and ancillary medical support serving 106,000 beneficiaries in Department of Defense's largest single catchment area. Through four squadrons, the medical group offers a variety of primary care services to its beneficiary population including ambulatory surgery, acute care, family practice, pediatrics, mental health, optometry, immunizations, flight medicine, gynecology and dental services.

6th Mission Support Group
The 6th Mission Support Group provides civil engineering, communications, contracting logistics, mission support, security forces and services.

6th Civil Engineer Squadron
This squadron provides plans, programs, designs, constructs, operations and maintenance of base facilities. They also provide explosive ordnance disposal, disaster preparedness and air base operability, environmental quality, fire protection and rescue, and housing services.

6th Communications Squadron
This squadron provides world-class communications, airfield, multimedia and conference support to the 6th Air Mobility Wing, two combatant commands and 51 other mission partners while training and equipping communications professionals to support deployments worldwide.

6th Contracting Squadron
This squadron provides contracting support to the 6th Air Mobility Wing, U.S. Special Operations Command, U.S. Central Command, Joint Communications Support Element and 51 other mission partners. This support includes procurement of complex computer equipment, supplies, construction, services and utilities to maintain combat readiness and sustainability worldwide.

Contracting Flights
The Specialized Flight performs commodity and IT purchases as well as U.S. Central Command, U.S. Special Operations Command and Joint Communication Support Element support. The Plans and Programs Flight is responsible for computer operations, LAN management, IMPAC program and the QAE program. The Base Support Flight is responsible for large and small services construction. The Performance Management Flight is responsible for base and civil engineering support services.

6th Logistics Readiness Squadron
This squadron provides quality logistical support to sustain the worldwide mission of the 6th Air Mobility Wing, two warfighting commands and 51 mission partners.

6th Force Support Squadron
The 6th FSS provides civil engineering, communications, contracting, logistics readiness, security forces and force support. They also provide customer and family support for more than 11,000 dependents and 200,000 retirees and their families.

6th Security Forces Squadron
This squadron is made up of highly qualified and diverse professionals who provide first-class police and support services.

MISSION PARTNERS
Besides the host wing, the 6th Air Mobility Wing, MacDill is also the residence of 51 mission partners including the U.S. Central Command, the U.S. Special Operations Command and the 927th Air Refueling Wing. MacDill is an Air Force Base, but it is also home to many Soldiers, Sailors and Marines.

U.S. Central Command
The U.S. Central Command (USCENTCOM) was established Jan. 1, 1983. The command evolved from the Rapid Deployment Joint Task Force which was established by President Jimmy Carter in 1980 in response to the hostage crisis in Iran and the Soviet Union invasion of Afghanistan.

The CENTCOM Area of Responsibility spans nearly 4.1 million square miles and 20 countries, from Egypt through the Middle East to Pakistan in the south and Kazakhstan in the north. The region is home to nearly 512 million people who speak more than 80 languages, identify with 50 or more ethnic groups, and are adherents of more than a dozen religions. CENTCOM is a unified command which includes members from all the U.S. military services, including Reserves and National Guard, as well as civilian Department of Defense employees and defense contractors. CENTCOM personnel are dedicated to monitoring and analyzing significant military, political and economic events in their AOR; planning and conducting unit and combined joint coalition military exercises and operations; coordinating with all branches of the U.S. military service to provide forces for these training exercises and operations; maintaining a constant liaison with U.S. embassies in the region; and refining deployment and contingency plans for the region.

U.S. Special Operations Command
The U.S. Special Operations Command (USSOCOM), mandated by Congress in 1986, was established by President Ronald Reagan in April 1987.

Since its inception, USSOCOM has supported conventional forces, conducted independent special operations across the world and participated in all major combat operations. The mission priorities of USSOCOM are to deter, disrupt and defeat terrorist threats; develop and support their people and families; and sustain and modernize the force.

USSOCOM is also a unified command which includes members from all the U.S. military services, including Reserves and National Guard, as well as civilian Department of Defense employees. There are 57,000 people assigned to the USSOCOM headquarters and its four components including the U.S. Army Special Operations Command, Naval Special Warfare Command, Air Force Special Operations Command and the Marine Corps Special Operations Command, and one sub-unified command, the Joint Special Operations Command.

927th Air Refueling Wing
The 927th Air Refueling Wing (927 ARW) is the premier Air Force Reserve Command Associate Wing. The mission of the 927th ARW is to organize, train, equip and make ready personnel and equipment, and to provide these forces to combatant commanders in support of contingencies and humanitarian operations across the world. The 927th ARW consists of four groups and 11 subordinate units with 803 airmen. The wing shares 16 KC-135R Stratotankers with the 6th Air Mobility Wing.

ARRIVAL
Getting to MacDill
MacDill AFB and the Tampa Bay area are supported by two major airports, Tampa International Airport and St. Petersburg-Clearwater International Airport. Tampa International Airport is the most used airport by incoming personnel and their families. Upon exiting the airport take the Spruce exit to Dale Mabry, turn right onto South Dale Mabry and the road will end at the MacDill main gate.

Driving from the north on Interstate 75 South, take Interstate 275 South to exit 41A to southbound Dale Mabry; driving from the south on Interstate 75 North, take exit 256 for State Route 619-TOLL/Crosstown Expressway, then take exit 1B right to South Dale Mabry; driving from the east on Interstate 4 West, take Interstate 275 South, then take exit 41A to southbound Dale Mabry.

Sponsorship
It is advisable that all incoming personnel obtain a sponsor from their new unit before arrival. A sponsor is assigned to make transition to a new installation smoother. If you have any issues when arriving and you do not have a sponsor or your sponsor is not available contact your unit or the Airman and Family Readiness Center at (813) 828-0145 or DSN (312) 968-0145. If you need immediate assistance and your unit is not reachable, call the command post at (813) 828-4361.

Reporting Procedures
For personnel assigned to the 6th Air Mobility Wing, upon arrival you should contact your unit. Your supervisor or sponsor will direct you to Customer Service located in the Military Personnel Element. If you arrive on a weekday between 7:30 a.m. and 3 p.m., you must turn-in your in-processing package as well as a copy of your orders. If you arrive after hours go to the 24-hour arrival point, the MacDill Inn, Building 411, 8604 Hangar Loop Drive.

Your medical records will be reviewed by the medical staff who will contact you if needed. For finance in-processing, log onto the Permanent Change of Station In-Processing System (PIPS) with your common access card (CAC) your first day at work. Upon completing the package forward it to finance.

Newly assigned members of the wing will attend the Commander's Reception within the first month of arriving. The reception is held the second and fourth Tuesday of every month from 10 a.m. to noon at the Bayshore Club. The Military Personnel Element will schedule you for the reception.

Relocation Assistance
The Airman and Family Readiness Center has many resources and services available to make your transition to MacDill easier. Household items such as pots and pans, dishes, silverware and irons are available for those who are waiting for their household goods to arrive. Free child care is available through the Child Care for PCS program for 20 hours per child within 60 days of your arrival. Internet access is available through the resource center. Individual financial planning is offered for unexpected expenses associated with relocation. Contact the Airman and Family Readiness Center at (813) 828-0145 or DSN (312) 968-0145.

Temporary Housing
Reservations for Temporary Lodging Facilities (TFLs) can be made as soon as you receive your orders. The MacDill Inn offers a full range of options and limited pet-friendly quarters are available. If you are relocating to MacDill during the high PCS months, May through August, it is advisable to reserve space at least 60 days in advance. Reservations can be made by e-mailing or calling the MacDill Inn Reservations Office at (813) 828-4259 or DSN (312) 968-4259. Reservations are taken 24 hours a day. The MacDill Inn is located at 8604 Hangar Loop Drive.

On-Base Housing
Before military personnel seek off-base housing they are required to check with the Housing Office for a briefing. The Housing Office provides both on-base and off-base housing information. First-term unaccompanied personnel in grades E-1 to E-4 (with less than three years time in service) and below must reside on base in the dormitories. Each single person dorm room is connected to shared bathrooms. Contact your 1st Sergeant for additional information and assignment to a room.

All military personnel with dependents are authorized to submit an advance application for military housing after they have received PCS or active duty orders for MacDill AFB. In order to obtain on base housing, please mail or fax the following items to the Harbor Bay Housing Office: A completed Harbor Bay Application, a copy of your orders, amendments (if received) and proof of dependents to Harbor Bay at MacDill Management/Rental Office 7317 Bayshore Blvd., MacDill AFB, FL 33621; Fax (813) 840-8135. Information about Bay Harbor including applications, floor plans and the resident handbook is available at http://www.macdillfamilyhousing.com.

The maximum number of pets allowed is two. Farm, ranch or wild animals are prohibited. All pets must be registered at the Veterinary Treatment Facility (VTF) within 10 days of acquisition of the pet. Any animal residing on the installation for more than 60 days will be micro-chipped through the VTF.

HEALTH CARE
Medical
The 6th Medical Group is an outpatient facility, which provides quality medical care to the personnel and family members of MacDill. Patients requiring specialized care are referred to other military facilities or civilian specialists. There are no on-base emergency medical services available. In an emergency call 911 or proceed to the Tampa General Hospital emergency room. For non-emergency or urgent care contact TRICARE South for listings. TRICARE
TRICARE is the health care program for active duty and retirees of the uniformed services, their families and survivors. TRICARE's primary objectives are to optimize the delivery of health care services in the military's direct care system for all military health system (MHS) beneficiaries and attain the highest level of patient satisfaction through the delivery of a world-class health care benefit.
TRICARE coverage is completely portable so it moves with you when you relocate. The TRICARE Prime options include TRICARE Prime and TRICARE Prime Remote in the United States, and TRICARE Prime Overseas and TRICARE Global Remote Overseas in regions outside of the United States.

Follow these simple steps to ensure you have no break in coverage when you move:
• Do not cancel your TRICARE Prime enrollment option before you move.
• Update your personal information in the Defense Enrollment Eligibility Reporting System (DEERS) immediately when you arrive at your new location.
• Select a new primary care manager (PCM), when moving within the same region or submit a new Prime enrollment form within 30 days if you're moving to a new region.

Where you are moving will determine which Prime option you will enroll in. If you move to a new Prime service area, transfer your enrollment by submitting a TRICARE Prime Enrollment and PCM Change Form to your regional contractor. Be sure to include all family members who wish to use Prime on the form.

TRICARE Standard and Extra are available to family members only. Active-duty service members are required to enroll in one of the Prime options described above. TRICARE Standard and Extra are available throughout the United States and enrollment is not required. Any active-duty family member who is registered in DEERS may use these programs by seeing any network or non-network provider that is authorized by TRICARE.

If you're already using TRICARE Standard and Extra, moving is easy. When you arrive at your new location, update your personal information in the Defense Enrollment Eligibility Reporting System (DEERS) immediately. Then find TRICARE-authorized providers in your new area.

Here are a few things to remember about using TRICARE Standard and Extra in a new region:

• In the U.S., visit your new regional contractor's website for a list of providers. Remember, if you see network providers, you'll be using the Extra option and pay lower co-payments.
• If you move to a new region, you'll have a new claims address for submitting your TRICARE claims.
• Learn your new region's prior authorization requirements as these requirements may differ by region.

SERVICES AND SUPPORT ON BASE
Education
The Hillsborough County School system provides public education for K-12. The Hillsborough School District and MacDill AFB have partnered in an initiative to improve the transition of military children into the Florida public school system. In order to accomplish this, the school district needs specific information regarding your family's educational needs to facilitate appropriate placement of your children. The sooner you contact the Hillsborough School District after receipt of your new assignment, the better prepared they will be to ensure a smooth and meaningful transition for your child and significantly reduce the stress related with moving to a new school.

If residing on MacDill AFB children will attend Tinker Elementary (K-5), Monroe Middle School or Robinson High School. Busses are provided from the base to the middle and high school.

The public school system suggests that when you arrive, even if you are temporary living in base lodging, enroll your child in school as soon as possible.

The MacDill Youth Center is available for all family members ages 5 to 17 of active duty or retired military personnel, Air Force Reservists and federal civilian employees and retirees.
