BARKSDALE AIR FORCE BASE
Barksdale Air Force Base is home to the Air Force's newest command, Air Force Global Strike Command. AFGSC, activated in August 2009, is responsible for the nation's three intercontinental Balistic Missile Wings, two B-52 Stratofortress Wings and the only B-2 Spirit Wing.

However, Barksdale has proudly served the Ark-La-Tex (Arkansas, Louisiana and Texas) area for more than 68 years. The base has grown from the cotton fields of northwestern Louisiana in the early 1930s into a major source of revenue and employment for the region including the cities of Shreveport and Bossier City.

Now as a key Air Force Global Strike Command base, Barksdale provides a large part of the nation's deterrent force. The "Mighty Eighth" Air Force, of World War II fame, is headquartered at the base. Barksdale is home to the 2nd Bomb Wing, 2nd Operations Group, 2nd Maintenance Group, 2nd Mission Support Group, the 2nd Medical Group, Eighth Air Force Museum and the Air Force Reserve's 307th Bomb Wing.

HISTORY
Citizens of Shreveport began to take an interest in hosting a military flying field as early as 1924. Two years later the 3rd Attack Wing stationed at Fort Crocket, Texas, began planning for an expansion that would enlarge the base by 500 percent and require at least 20,000 acres for aerial gunnery support and a bombing range.

In early 1928, a young crop duster, Air Corps Captain Harold Ross Harris, was hired by prominent citizens of Shreveport to fly over the local area and find a location suitable for an airfield. Captain Harris selected a sprawling section of cotton plantation near Bossier City, La. A delegation of citizens then travelled to Washington, D.C., to propose the site to the War Department.

After a site visit the Army reported that the site met all requirements of the Air Corps, and Shreveport was selected Dec. 5, 1928. Construction of the worlds' largest airfield at the time began in 1931. More than 1,400 acres of cotton land were plowed under and planted with Bermuda grass. The 20th Pursuit Group, Barksdale Field's first combat organization, arrived from Mather Field, Calif., on Oct. 31, 1932. The group's mission was aerial training to develop procedures and techniques for engaging hostile aircraft. Barksdale Field was dedicated on Feb. 2, 1933. It became the home of The 3rd Attack Wing. The Wing and its subordinate combat groups used Barksdale's immense acreage on the East Reservation to hone their gunnery and bombing skills during the mid-1930s, flying everything from P-12s and P-26s to A-8 "Strikes" and Douglas B-18 "Bolos." The base turned to training bomber crews instead of pursuit and fighter crews in the 1940s using Martin B-26 Marauders, Boeing B-17 Flying Fortresses and Boeing B-29 Superfortresses. The famous 17th Bomb Group, led by Gen. Jimmy Doolittle, trained at Barksdale, as did the Free French and Nationalist Chinese aircrews.

In 1945, Barksdale became headquarters for the Air Training Command and began phasing out B-29 crew training. Barksdale Field was renamed Barksdale Air Force Base shortly after the U.S. Air Force became an independent branch of service in January 1948. The next year the base became home of the first Air Force all-jet strategic reconnaissance/bomber aircraft, the North American RB-45 Tornado, and home to the Second Air Force Headquarters, bringing Barksdale into the Strategic Air Command. The 301st and 376th Bomb Wings brought the Boeing B-47 Stratojet bomber and Boeing KC-97 Stratofreighter aerial tanker to the base during the 1950s. In 1958, the base received Boeing's newest pair of the strategic aircraft: the B-52 Stratofortress and the KC-135 Stratotanker. The 2nd Bomb Wing transferred to Barksdale April 1, 1963, from Hunter Field, Ga., taking over the B-52 and KC-135 mission from the 4238th Strategic Wing. From 1965 and into the 1970s, the 2nd Bomb Wing routinely deployed aircraft and personnel to Southeast Asia for "Arc Light" (B-52) and "Young Tiger" (KC-135) missions in support of the war in Vietnam. Operations over Vietnam dominated most of the wing's resources from 1972 through 1973. Headquarters Second Air Force was inactivated Jan. 1, 1975, and Headquarters Eighth Air Force was installed on Barksdale after being located on Guam for five years in charge of strategic operations for the Vietnam War.

Barksdale received the first operational KC-10A Extender aerial tanker March 17, 1981. The base's fleet of KC-135s and KC-10s remained familiar sights in the skies over northern Louisiana through 1994, when Air Mobility Command consolidated its tanker fleet. Barksdale played significant roles in Operation Just Cause to restore democracy to Panama in December 1989, Operation Desert Shield in August 1990 and Operation Desert Storm in January 1991. The first combat sortie of Desert Storm was launched from Barksdale, when seven B-52Gs flew a 35-hour mission—the longest combat sortie in history at the time—to fire a barrage of conventional air-launched cruise missiles against Iraq. The B-52s from Barksdale that were deployed to Spain dropped 10 percent of all U.S. Air Force bombs during the Persian Gulf War. In September 1996, two Barksdale B-52s fired 13 conventional air-launched cruise missiles on surface-to-air missile sites and air defense radars in Iraq. Dubbed Operation Desert Strike, the mission came in response to Iraqi ruler Saddam Hussein's attacks on Kurds in northern Iraq and was the first combat employment of the B-52H in history.

B-52s and personnel from Barksdale were deployed to Diego Garcia in November 1998 in response to Iraq's refusal to cooperate with U.N. weapons inspectors. U.S. military forces, including Barksdale's B-52s, launched a sustained series of air strikes against Iraq in a three-day-long campaign, dubbed Operation Desert Fox. From March to June 1999, Barksdale B-52s flew more than 180 combat sorties and released more than 6,600 weapons against military targets throughout the Federal Republic of Yugoslavia during Operation Allied Force to halt the brutal Serb expulsion of ethnic Albanians from Kosovo. Shortly after the terrorist attacks on Sept. 11, 2001, the National Command Authority called upon Barksdale forces to spearhead the Global War on Terrorism. Operating from overseas locations, Barksdale warriors and B-52s, both active and reserve, played a key role in Operation Enduring Freedom and the elimination of the repressive Taliban regime of Afghanistan and the destruction of the al-Qaeda leadership and training infrastructure. In March 2003, Barksdale B-52s flew more than 150 combat sorties against military targets throughout the southern half of Iraq in a lightning campaign dubbed Operation Iraqi Freedom, in which U.S. and coalition military forces ousted Saddam Hussein, paving the way for democracy in Iraq. Today, the men and women of Barksdale continue to serve at both home and abroad in support of the Global War on Terrorism.

Air Force Global Strike Command is charged with developing and providing combat-ready forces for nuclear deterrence and global strike operations to support the President of the United States and combatant commanders.

The "Mighty Eighth" is a war fighting headquarters constantly ready to deploy global air power and command an air operation wherever needed. The 2nd Bomb Wing is the oldest and best bomb wing in the world, always ready to use its B-52 Stratofortress bombers to deter, defend against and defeat enemy aggression by providing global combat capability.

More than 8,500 active-duty, Air Force Reserve members and civilians make up Barksdale's workforce. About 26 B-52 Stratofortress aircraft are also assigned to the wing.

307th Bomb Wing
The 307th Bomb Wing operates the B-52H Stratofortress and employs approximately 1,700 Air Force Reserve personnel. The Wing was reactivated at Barksdale Jan. 1, 2011, with the 93rd and 343rd Bomb Squadrons. The Wing is assigned 18 B-52H Stratofortress aircraft. The primary mission of the 93rd Bomb Squadron is to train B-52 aircrew to employ the B-52 in combat. The 343rd Bomb Squadron is a classic associate unit working alongside the 2nd Bomb Wing 20/96th Bomb Squadron. The 307th Maintenance Group provides B-52 sortie production for the 340th Weapons Squadron and the 49th Test and Evaluation Squadron.

ARRIVAL
Whatever your interests—crafts, sports, movies—Barksdale Air Force Base has them all. But first you'll want to in-process, complete the necessary paperwork, find a place to stay and then settle in.

Getting to Barksdale
Barksdale is located on the Southwest side of Bossier City and can be easily accessed from interstates 20 and 49.

Traveling from the East on Interstate 20
Take Exit 22, Airline Drive, turn left at the traffic light. Take another left at the next light onto Old Minden Road (LA-72). Stay in the right lane as it merges onto Northgate Drive, ending at the Bossier Gate of Barksdale.

Traveling from the West on Interstate 20E
Take U.S. 71S/Barksdale Boulevard Exit 20C. Turn left at the sixth traffic light onto Barksdale Boulevard (Highway 71). Stay in the left lane to access the Shreveport Gate.

Traveling from the South on Interstate 49
Exit onto Bert Kouns Industrial Loop and travel east to 70th Street crossing the Red River into Bossier City. Turn left at the intersection of 70th Street and U.S. Highway 71. Continue through five traffic lights. Turn right into Barksdale via the Shreveport Gate.

Driving From the Airport
If you arrive by air, Shreveport Regional Airport is at 5103 Hollywood Ave., west of downtown Shreveport. Jet service is provided by American Airlines, Continental Air Lines, Atlantic Southeast Airlines (Delta), Northwest Airlink, ASA/COMAIR and Allegiant Air (Las Vegas only).

Leaving the airport, cross Hollywood Avenue to Monkhouse Drive to take Interstate 20 East through Shreveport and into Bossier City. Take Exit 22, Airline Drive, turn right at the traffic light. Take a left at the next light onto Old Minden Road (LA-72). Stay in the right lane as it merges onto Northgate Drive, ending at the Bossier Gate.

SPONSORSHIP
Contact your Commander's Support Staff, Military Personnel Flight or the Airman and Family Readiness Center at your current base to request a sponsor. This request should be part of every PCS move. Your sponsor will answer any questions you have about the base and the local area, make lodging/dorm arrangements and meet you upon arrival. Your sponsor will be there to help you and your family until you are settled into your new community.

REPORTING PROCEDURES
The 24-hour arrival point at Barksdale AFB is at The Barksdale Inn at 555 Davis Ave. West. If arriving during duty hours, contact your sponsor and unit or squadron of assignment immediately upon arrival. You will then need to go to the Military Personnel Section, Building T4353, 800 Kenney Ave., Room 16, with your hand-carried records and orders. The in-processing staff will inventory your records and schedule your mandatory in-processing and Right Start Welcoming Event briefings.

First Term Airmen
First Term Airmen arriving at Barksdale AFB should report to the Billeting Office, just inside the North Gate at 555 Davis Ave. Sponsors will escort you to your unit personnel offices and to the Military Personnel Section, Building T4353, for in-processing. Airmen are assigned to the First Term Airmen's Center for a total of 14 calendar days, after their squadron in-processing. The FTAC is a requirement for new Airmen at their first duty assignment in the Air Force. The program is structured to assist Airmen in transitioning from training to a mission-oriented environment. Courses taught range from customs and courtesies, financial management, family advocacy and disaster preparedness.

Right Start
Newcomers' Welcome/Orientation is held the first and third Wednesday of each month at the Barksdale Club at 7:45 a.m. Please arrive early. This orientation is mandatory for all arriving permanent party AF members and Department of Defense civilians. Spouses are encouraged to attend. More details regarding Right Start will be provided during in-processing.

RELOCATION ASSISTANCE
The Airman and Family Readiness Center has many resources and services available to make your transition to Barksdale easier. Household items such as pots and pans, dishes, silverware, irons and futons are available for those who are waiting for their household goods to arrive. Free child care is available through the Child Care for PCS program for 20 hours per child within 60 days of your arrival. Internet access is available through the Discovery Resource Center. If in doubt about what is available or who to call once you arrive, the Relocation Team will help. HOUSING
Temporary Housing
Reservations at the Barksdale Inn may be made in advance and are encouraged during peak relocation periods (May, June, July and August). The availability of rooms varies with the highest demand during the summer months. PCS and TDY personnel are encouraged to make reservations as early as possible to ensure a trouble-free and uninterrupted stay. Families PCSing in are eligible to occupy quarters for 30 days. The inn has a limited amount of pet-friendly family quarters. If rooms are not available for the time of your reservation, request a list of kennels in the area to temporarily board your pets. Housing for unaccompanied enlisted members, grades E-1 through E-4, is handled by Consolidated Dormitory Management, 744 Kenney Ave., Building 4386.

Personnel, E-5 and above, may reside off base. Unaccompanied officers reside off base. Before attempting to find off-base housing, contact the Housing Management Office. Housing referral specialists have information available on sales and rentals by owner and realtor. They also provide general information concerning VA and FHA loans, area schools, shopping and furniture leasing companies.

HEALTH CARE
Medical
Medical care services are offered on a priority basis. First priority of care is to active duty military. Second priority is to TRICARE Prime members enrolled to the 2nd Medical Group. Non-TRICARE Prime beneficiaries are seen on a space-available basis. Those eligible for medical/dental care are referred to TRICARE network providers when services are unavailable.

Dental
Dental care services are available to active duty military only. Only emergency dental care is offered to other eligible individuals.

TRICARE
TRICARE is the health care program for active duty and retirees of the uniformed services, their families and survivors. TRICARE's primary objectives are to optimize the delivery of health care services in the military's direct care system for all military health system (MHS) beneficiaries and attain the highest level of patient satisfaction through the delivery of a world-class health care benefit.

TRICARE coverage is completely portable so it moves with you when you relocate. The TRICARE Prime options include TRICARE Prime and TRICARE Prime Remote in the United States, and TRICARE Prime Overseas and TRICARE Global Remote Overseas in regions outside of the United States. Follow these simple steps to ensure you have no break in coverage when you move:


Do not cancel your TRICARE Prime enrollment option before you move.
Update your personal information in the Defense Enrollment Eligibility Reporting System (DEERS) immediately when you arrive at your new location.
Select a new primary care manager (PCM), when moving within the same region or submit a new Prime enrollment form within 30 days if you're moving to a new region. Where you are moving will determine which Prime option you will enroll in. If you move to a new Prime service area, transfer your enrollment by submitting a TRICARE Prime Enrollment and PCM Change Form to your regional contractor. Be sure to include all family members who wish to use Prime on the form. TRICARE Standard and Extra are available to family members only. Active-duty service members are required to enroll in one of the Prime options described above. TRICARE Standard and Extra are available throughout the United States, and enrollment is not required. Any active-duty family member who is registered in DEERS may use these programs by seeing any network or non-network provider that is authorized by TRICARE.

If you're already using TRICARE Standard and Extra, moving is easy. When you arrive at your new location, update your personal information in the Defense Enrollment Eligibility Reporting System (DEERS) immediately. Then find TRICARE-authorized providers in your new area. Here are a few things to remember about using TRICARE Standard and Extra in a new region:


• In the U.S., visit your new regional contractor's website for a list of providers. Remember, if you see network providers, you'll be using the Extra option and pay lower copayments.
• If you move to a new region, you'll have a new claims address for submitting your TRICARE claims.
• Learn your new region's prior authorization requirements as these requirements may differ by region.

SERVICES AND SUPPORT ON BASE
Education There are no Do
D schools on-base. The Barksdale School Liaison Officer is available to assist newcomers with public and private school matters; education in our community is a top priority. Two primary school districts, Bossier Parish and Caddo Parish, offer public education for grades K-12. Programs include special programs for the gifted, the learning disabled and the physically disabled. Those living in Bossier City will attend schools in Bossier Parish, and those living in Shreveport will attend schools in Caddo Parish. Caddo schools have almost 45,000 students and 15 to 1 students per staff teacher. There are 12 high schools, 15 middle schools and 48 elementary schools. Bossier Parish schools have almost 19,000 students and 16:1 ratio of students per teacher. Bossier has six high schools, seven middle schools and 16 elementary schools. The SLO is located in the Airman & Family Readiness Center at 413 Curtiss Road and can be reached at (318) 456-8400. Hours: Monday through Friday, 8 a.m. to 5 p.m.

Continuing Education The Shreveport-Bossier are
a boasts a wide range of professional, academic and vocational opportunities for Air Force Members and their families. Associate, bachelor and graduate degree programs are offered on base by Louisiana Tech University, Louisiana State University-Shreveport, Southern Illinois University and Embry-Riddle Aeronautical University.

Degree programs are offered off base by Louisiana State University-Shreveport, Centenary College, Louisiana State Medical School, Southern University, Louisiana Technical College and Bossier Parish Community College.

The Air Force also offers extension courses, DANTES and other college testing services through the education and training center. Information is available for commissioning programs, Bootstrap qualification, the Community College of the Air Force and educational departments. Military members may use their Air Force tuition assistance or their VA educational benefits to pay for schooling. Additional financial aid and educational loans are available through the school's financial aid office and through the Air Force Aid Society.

FAMILY CENTERS
Airman & Family Readiness Center
A key resource on your installation and a gateway to accessing all of the resources available to you, the Airman & Family Readiness Center provides information, support and services to help you balance the demands of family and the military lifestyle. The Airman & Family Readiness Center is one part of the overall installation family support system, which is the network of agencies, programs, services, partnerships and individuals that supports your personal and family life readiness, mobilization and deployment readiness, and mobility and economic readiness. The Airman & Family Readiness Center should be one of you first stops upon arriving at an installation; its programs and services will be an important resource for you and your family.

Core activities at the Barksdale Airman & Family Readiness Center include: Air Force Aid, Family/Work Life, Personal Financial Management, Readiness, Relocation Assistance, Spouse Employment, Transition Assistance, Exceptional Family Member Program, Volunteer Resource, Leadership Consultation and Crisis Assistance.

Child Development Center
The child development center is accredited by the National Academy of Early Childhood Programs and certified by the Department of Defense. An excellent child care program is offered for weekly care for working parents—both military and DoD civilians. Child care services are provided Monday through Friday, 6:15 a.m. to 6 p.m.

The center has 15 fully equipped activity rooms and a large kitchen. All meals served are in compliance with USDA nutrition guidelines. A large outside fenced area with age-appropriate equipment and shaded canopies is available.

Providing service for children 6 weeks to 5 years of age, the center includes an accredited pre-school program for 3- to 5-year-olds. Parents must register their child and bring current immunization records prior to the first visit. For more information, call (318) 456-3354 or DSN 781-3354.

Family Child Care
The family child care program provides care for children ages 6 weeks to 12 years in a home environment. This program is available for parents wishing to have child care in a smaller setting. Family child care providers are limited to caring for no more than six children at any given time. Providers receive the same training as the caregivers working in the child development center and are inspected monthly to ensure they are providing quality care for all children. Parents who wish to care for children in their on-base home are required to become a family child care provider. Once a parent is approved as a provider, they receive supplies and equipment to assist in setting up their home for care. For more information, call (318) 456-8912 or DSN 781-8912.

Youth Center
The Barksdale Youth Center offers year-round programs to meet the needs of school-age, pre-teen and teenage youth, including: basketball, baseball, soccer, Fit Factor, before- and after-school care, classes such as cheerleading lessons, Tai Chi and music lessons. Pre-teen/teen program begins at 3 p.m. Tuesday through Friday.

PETS
If you live on base, base and housing regulations require you to register your animal(s) with Veterinary Services within 10 working days of your arrival. Please remember to bring your records with you when registering. Households on base are limited to two animals, and certain breed restrictions may apply.

Veterinary care is offered to active duty, dependants, retirees of the United States Military and Reservice members stationed at Barksdale on active status. The Barksdale Veterinary Clinic provides vaccinations, heartworm testing and prevention, routine dentals and surgeries, feline leukemia testing, parasite control products, microchipping and health certificates for travel. Sick calls are accepted on a limited basis, based on facility capabilities and time. Prescription medications, including heartworm and parasite prevention products, are only available once a valid veterinary-client-patient relationship (VCPR) has been established and proof of vaccinations have been received if not a current patient.

The Barksdale Vet Clinic does not have the capabilities to offer hospitalization or intensive care for illnesses requiring extended treatment or emergency services. The clinic also does not offer grooming or boarding. The office staff can provide you with a list of local civilian veterinarians, groomers and boarding.
